The procedure of legalization and recognition of educational documents which were obtained in a foreign country

To be admitted to training at the Russian State Hydrometeorological University students from some countries need to go through the process of legalization and recognition of educational documents. Depending on the presence or absence of an agreement on mutual recognition between the Russian Federation and a foreign country, where a student comes from, the process of legalization and recognition of educational documents is different.

Hereinafter, a common procedure of legalization and recognition of educational documents will be explained.

The process of legalization:

To recognize the foreign educational documents on the territory of the Russian Federation students need to go through the process of legalization, except for countries with which the Russian Federation has an agreement on mutual recognition of education certificates.

Legalization is a procedure that provides the authentication of signatures, the authority of the person signing the document, the authentication of seal or stamp as well as the legal status of the document. The essence of the procedure is that the consular officer of the Russian Federation makes an inscription on the document which confirms the validity of this document.

Depending on the presence or absence of a special agreement between the Russian Federation and a foreign country, as well as the joining of a foreign country to the Hague conference, applicants will need to pass a procedure of consular legalization or "apostilling".

If you need to undergo a procedure of Consular legalization:

You should contact the Consular Section of the country where the educational documents were issued to clarify the process of legalization procedures.

If you need to pass the "Apostilling":

It is necessary to contact the appropriate government agency in the country of receiving the document of education. List of states structures can be found here.

IMPORTANT! The legalized education documents must be submitted to the Center for International Education upon arrival at the Russian State Hydrometeorological University.

The process of recognizing documents:

After passing the process of legalization students from some countries need to contact the National Information Center for passing procedure of recognition of education documents.
