3rd way – Fellowship of the World Meteorological Organization (WMO)
The Government of the Russian Federation annually offers assistance for people from other countries to study at the Russian State Hydrometeorological University (RSHU) in the Russian Federation in such fields as Meteorology and Hydrology but also Ecology, Economics and Management, and Oceanography. Over the last decades, approximately 700 personnel from more than 80 WMO Member countries have successfully completed studies in St Petersburg and gone on to influential and senior positions in their National Meteorological and Hydrological Services (NMHSs) and similar national authorities. In the last 10 years, more than 60 of them were also supported by WMO fellowships.
Under this scholarship program, the Russian Federation authorities fully cover tuition fees (including preparatory 1-year Russian language course) and provide a monthly stipend to cover expenses related to accommodation at the university hostel and local public transportation.
WMO can additionally provide a monthly stipend of USD 500, comprehensive medical insurance plus a monthly book allowance of USD 100 for the whole period of study. A thesis allowance of USD 750 and a termination allowance of USD 200 are payable upon successful completion of the studies and the submission of fellowship monitoring reports. Please note that WMO does not provide funding for home leave travel or excess baggage during the period of the fellowship.
IMPORTANT: To get Fellowship of WMO, you must apply for Russian Federation Scholarship. WMO doesn’t award fellowship without RF Scholarship.

How to apply:
1st Step
To apply for the scholarship candidate should address the national Meteorological Service for nomination. Permanent Representatives nominating a candidate for WMO are requested to complete and return to the Secretary-General of WMO, a duly completed and signed WMO Fellowship Nomination Form (FNF), (for more information please visit WMO web page Application and the Russian Federation Scholarship (RFS) Application Form with copies of all supporting documents.
List of required documents:
1. Copies of documents confirming subsequent educational levels including transcript of records;
2. Medical certificate issued by the official authority of the candidate residence country;
3. Certificate of HIV and AIDS negative test results issued by the official authority of the candidate residence country;
4. Copies of passport pages containing information required for study visa, valid for at least 18 months from the start date of the entry student visa (clearly readable pages containing the setting data for invitation);
5. Copies of birth certificate (if any);
6. Other relevant documents (diplomas; international, national and other academic contest certificates).
For admission to PhD programs:
7. Abstract in Russian or English language;
8. List of publications.
ATTENTION! IMPORTANT!
ALL DOCUMENTS have to be translated to Russian and certified by the Embassy/Consulate of the Russian Federation in the home country of a candidate for study at RSHU.
To apply for RF Scholarship, candidates need to send all their documents via e-mail ums@rshu.ru to Head of International Relations and Recruitment Department - Kirill Bogdanov.
2nd Step
After receiving a notification about studying at RSHU from the Russian Government and Foreign Service officials, it is necessary to contact International Relations Office via e-mail wmo.mobility@rshu.ru and to notify about dates and time of arrival.
Foreign students must pay all expenses of airport meeting, transfer and medical insurance on the territory of the Russian Federation.
IMPORTANT! Before arriving to Russia, foreign students from certain countries should undergo recognition procedure for foreign documents on education. The detailed information could be found in the section legalization and recognition of foreign documents. The legalized education documents must be submitted to the Center for International Education upon arrival at the Russian State Hydrometeorological University.
3nd Step
After arrival to Saint-Petersburg, a student should go to the International Relations Office to fill in the requested documents. A student should bring passport and migration card, which is issued at customs while entering Russia. Medical insurance is issued separately. Upon arrival, a student should also bring originals of all the documents and legalized educational documents.
